I can't seem to find anything different between the grey and blue one currently (i'm lvl 29)

Higher level covers more targets.

The level 7 Woodspirit Sheath covers 3 targets. Every level higher it covers 1 additional target up to 8, which is the level 42 Woodspirit Seal. Just remember it's not a group buff and will PBAE from it's target to cover people with a bladeturn.
